(1) The record on appeal must consist of the recording or transcript of proceedings in the Court and all documents, exhibits, motions, briefs, and memoranda filed with the Court in that case along with all rulings, opinion, findings of fact, and conclusions of law issued by the Court.

(2) Any party requesting a transcript of the proceedings before the Court shall bear the cost of the transcript. In the event the Court of Appeals requires that a written transcript be provided on appeal, it will be provided to both parties free of charge.
