Any person who drives a motor vehicle on any roads within the Cowlitz Reservation at a time when his privilege to do so is suspended or revoked by the Tribal Court or any other jurisdiction with lawful authority, shall be guilty of driving while license suspended or revoked, which shall be a civil infraction subject to the penalties as provided in this title, except that second and subsequent offenses committed by persons subject to the criminal jurisdiction of the Court shall be a Class C criminal offense.
