Any person who drives any vehicle in a negligent manner without due care and caution or in such a manner as to endanger or be likely to endanger any persons or property shall be guilty of negligent driving, which shall be a Class B criminal offense for persons subject to the criminal jurisdiction of the Cowlitz Tribes and for all other persons shall be a civil infraction subject to the penalties as provided in this title.
