(1) To be counted in an election, a mailed-in ballot must be returned to the Independent Third-party Firm or an address provided by the Cowlitz Indian Tribe, by U.S. Mail, in the numbered, self-addressed, postage paid, security envelope provided to each Eligible Voter, and the ballot must be received by the Independent Third-party Firm no later than the close of business on the day before the election.

(2) All in person voting at a General Council meeting must be submitted by noon on that day.

(3) Proxy voting is not allowed nor may anyone submit a ballot on behalf of another. [Res. 22-148, 2022.]
