A tribal member found guilty of a prohibited act shall immediately cease hunting under tribal rules, and during suspension of tags may appeal the sanction by demanding an opportunity to publicly appeal the department’s sanction before a regular meeting of the general council in either June or November. Following the appeal, the general council shall deliberate in public, and conduct a simple majority vote, also in public, to affirm, increase, overturn, or reduce the department’s sanction, up to the limit of five years. The appellate decision of the general council is final, and its decision is effective immediately
