In lieu of a tribal court proceeding, a tribal hunter accused of committing a prohibited act shall have one opportunity to privately address a regular meeting of the department to make his or her defense. Following the private opportunity to address the department, the department shall immediately deliberate, also in private, and shall deliver a written decision to the accused within 30 days. If the accused is found guilty he or she shall be denied big game transport tags for a period of two, three, four, or five consecutive years according to the decision of the department. Sanction shall begin on the date the decision is delivered to the guilty party. No alternative penalties, monetary fines, community service, or plea bargain shall be considered.
