Construction. These Rules of Procedure shall be liberally construed to secure a just, speedy, and inexpensive determination of every civil action properly filed in Tribal Court. No provision of these Rules shall be construed or interpreted as an adoption or enactment of the laws of any state or federal law except to the extent otherwise explicitly set forth herein. The Tribal Court may rely for guidance upon the Federal Rules of Civil Procedure in the absence of applicable rules insofar as the application of such federal rules is not inconsistent with these rules and the principles of justness and fairness as determined by the Tribal Court.
