Any person found responsible for a violation of this substance abuse prohibition, who is not subject to the criminal jurisdiction of the Cowlitz Tribes, shall be subject to other provisions of the Cowlitz Tribal laws including but not limited to exclusion or expulsion from the lands of the Cowlitz Indian Reservation.
