The Cowlitz Indian Tribal Housing (CITH) was created by tribal council resolution. A committee was appointed by the tribal council to manage the said administrative body and the Indian Housing Block Grant (IHBG) and other grants and contracts received by the tribe from the Department of Housing and Urban Development.
