Chapter 25.03 INTENT

In order to meet the various needs of the tribe, the tribal council may (as stated in section (c) of Article VIII of the Constitution of the Cowlitz Indian Tribe “To negotiate and communicate with Federal, State or local governments on behalf of the Cowlitz Indian Tribe, and to advise and consult with various Federal, State or local agencies involved with the welfare of the Cowlitz Indian Tribe.”) delegate its authority by creating various administrative bodies to manage federal grants and contracts entered into by the tribe. When the tribal council has deemed it to be in the best interest of the tribe to work directly with a federal granting or contracting organization to assist in the delivering of services and/or benefits to the membership and their families, the resolution creating the administrative body shall include, but are not limited to the following statements;

(1) The administrator shall, especially in the first year of existence of the administrative body to ease the transition into the governmental structure of the tribe, work very closely and consult with the executive council of the tribe before making or taking any major internal policy or procedure decisions or actions.

(2) If not contradictory to tribal law, strictly follow all the rules, regulations and reporting requirements of the federal granting or contracting organization.

(3) Create and maintain a comprehensive policies and procedures manual for the administrative body (these manuals shall be written in codified form and in a style that is understandable to employees and the primary audience, our tribal members and their families).
