“Voters’ Pamphlet” means any publication, flyer, electronic communication or web-site which is hosted or printed by the Tribe and in which space is available to Candidates for the purpose of providing background information on themselves, their beliefs, and policy positions during the time period between the beginning of the election cycle and the date of Election [Res. 22-148, 2022.]
