The Tribal Council shall appoint an Economic Development and Operations Committee to oversee and adjudicate certain department matters.

(1) The term of all Committee members shall begin on the first day of January.

(2) The Committee shall always consist of eleven persons who are members of the Cowlitz Indian Tribe.

(3) The original Committee shall consist of four members for a one year term, four members for a two year term, and three members for a three year term.

(A) All subsequent terms for committee members shall be three year terms beginning in January.

(4) The Tribal Council shall elect the original committee officers consisting of a committee chair, vice-chair, and secretary.

(5) All subsequent committee officer elections shall be elected by the committee, subject to Tribal Council confirmation.

(6) Committee officer elections shall take place every two (2) years at the regularly scheduled meeting during the month of October within even numbered years.

(7) In the event of death, removal or resignation of a member, the Tribal Council shall fill the vacated seat with a new appointee, who shall serve the remainder of the vacated term.

(8) The Tribal Council shall be the authority to remove a committee member for just cause.

(9) A preliminary review or an effort at a peaceful resolve by the committee shall be attempted prior to forwarding a committee member removal matter to Executive Council for review before forwarding to Tribal Council for final resolve.

(10) A simple majority of the committee shall be present for a committee meeting to constitute a quorum to officially conduct business.

(11) Regular committee meetings shall be scheduled on a monthly basis.

(12) The committee chair may call for a special meeting giving at least 24 hours notice to the committee membership.

(13) Teleconferencing for committee meetings may be conducted for special meetings but should be discouraged for regularly scheduled meetings.

(14) In the event that the Economic Development and Operations Committee ceases to function or is unable to perform the tasks and duties given to them, the Executive Council of the Cowlitz Indian Tribe shall assume all powers and duties under the Economic Development and Operations Committee until such time that the Tribal Council establishes or re-establishes the original intent and function of the Economic Development and Operations Committee.
