A blank title was adopted on July 15, 2000. Chapters 03.01 through 03.05 and 03.99 were adopted on January 19, 2002. Sections 03.02.020, 03.02.030, 03.04.020(14), 03.05.020(5) and 03.05.030 were adopted on June 21, 2002. On September 6, 2003 a substitute section 03.05.030 was adopted by tribal council resolution. On September 11, 2021, by tribal council resolution 21-82, Chapter 03.01 was modified, Section 03.02.020 and Section 03.02.030 were deleted, Chapter 03.03 and Chapter 03.04 were deleted, and Section 03.05.030 was deleted. To eliminate uncertainty that had arisen about which documents were used to record the changes that the Cowlitz Tribal Council had enacted on September 11, 2021, Tribal Council enacted a resolution on October 1, 2022 to rescind and replace Title 03.
