To achieve the purposes set forth in the Cowlitz Enterprise Authority Code, CEA shall use its best efforts to accomplish the following goals (the “Goals”):

(1) To generate revenue for the Tribal government through both tax revenue and profits, thereby simultaneously reducing the Tribal government’s dependence on outside funding sources and providing needed services to members of the Tribe and the surrounding community;

(2) To make possible the use and development of Tribal resources in a way which both ensures their preservation and promotes their responsible use to generate additional resources and benefits for the Tribe, its members, and the surrounding community;

(3) To promote the diversification of the Tribe’s economic activities while identifying and carefully evaluating sound and profitable economic development opportunities within or outside the boundaries of the Tribe’s trust lands;

(4) To develop those opportunities and implement, manage, and operate (directly or indirectly or in each case) the resulting projects into successful Enterprises for the Tribe’s benefit;

(5) To maintain, manage, and operate Q'anápsu LLC and the Tobacco Outlet upon the approval of an initial Annual Plan, and within the next 12 months and upon the amendment of Ordinance 11-01, the Cowlitz Tribal Gaming Authority, and any other existing enterprise assigned to CEA by the Tribal Council (the “existing enterprises”) for the Tribe’s benefit;

(6) To increase employment, training, and other economic opportunities for Tribal members and contracting opportunities for qualified firms owned and controlled by the Tribe or its members;

(7) To develop a sense of entrepreneurship in the Tribe and its members; and

(8) Subject to this chapter, do all things necessary, proper, advisable, or convenient to accomplish the purposes for which CEA is established as set forth herein, and to do all things incidental thereto or connected therewith. [Res. 23-139, 2023.]
