Assistance intended to qualify for General Welfare Doctrine treatment shall be limited to Tribal members and, in some circumstances, qualified non-members. Each program shall set forth the specific eligibility rules and limitations applied to that program including whether the beneficiary must establish an individual or family need and how need will be determined. Program guidelines may limit assistance to an identified group of members or qualified nonmembers, as applicable.
