All approved programs shall be limited to purposes consistent with treatment under the General Welfare Doctrine. A program must be established and operate to promote the general welfare of the Tribe, including programs designed to enhance the promotion of health, education, self- sufficiency, self-determination, Tribal image and the maintenance of culture and tradition, entrepreneurship and employment.

Designation by Tribal Council of a program as falling under this title shall be conclusive evidence that Tribal Council, following a good faith review of Tribal needs and goals, has determined that said program is established to achieve a social benefit and to promote the general welfare of the Tribe.
