General welfare services and payments made in accordance with this title are paid from the assets of the Tribal government; all payments are based on the availability of funds, and the Tribal government does not guarantee any payments hereunder. Tribal Council reserves the right to cancel, adjust, modify or revoke any assistance that is treated as a resource of the recipient.
