The enactment of this title shall not be construed in a manner to invalidate any prior acts and exercises of the sovereign authority of the Tribe in providing assistance prior to the effective date of this title. Qualifying assistance provided prior to the enactment of this title is hereby ratified and confirmed as general welfare assistance provided pursuant to the authority of the Tribal Constitution and inherent sovereignty.
