28.01.030 Purpose.
(1) The purpose of this title is to provide assistance to Tribal members and qualified non- members that promotes the general welfare of the Tribe.
(2) This title memorializes the procedures used by the Tribe to determine what services or programs are needed to promote the general welfare of the Tribe and establishes basic guidelines and procedures to follow in ensuring compliance with the General Welfare Doctrine.
(3) It is the intent of the Tribe that assistance provided under this title:
(A) Be made under an approved program that does not discriminate in favor of Tribal Council members;
(B) Be available to any applicant that satisfies the program guidelines, subject to budgetary restraints;
(C) Not be provided as compensation for goods or services; and
(D) Not be lavish or extravagant under the facts and circumstances, as determined by Tribal Council.
