These rules govern the procedure in all criminal proceedings before the Cowlitz Tribal Court, which is empowered to adjudicate trial proceedings and appellate proceedings. These rules shall not apply to criminal proceedings when the offender is a juvenile. These rules are to be interpreted to provide for the just determination of every criminal proceeding, to secure simplicity in procedure and fairness in administration, and to eliminate unjustifiable expense and delay.

Interpretation and application of these rules must assure, to the greatest degree possible, equal treatment for every defendant brought before the Court regardless of age, sex, race, family ties, or financial status. Where substantive rights are involved the interpretation of these rules must be construed strictly in favor of the defendant
