It is unlawful for any person to operate, drive or move a motor vehicle on the roads of the Cowlitz Indian Reservation in violation of any of the requirements of CTC 26.60.010 or to do any act forbidden or fail to perform any act required by CTC 26.60.010. In any action for a civil motor vehicle offense under this chapter, if the Tribal Court finds that the defendant operated a motor vehicle on any road, public or private, within the exterior boundaries of the Cowlitz Reservation, then a rebuttable presumption exists that the jurisdiction of the Cowlitz Tribal Courts extends to such action.
