A blank title was adopted July 15, 2000 by tribal council resolution. Chapters 19.01 through 19.04 and 19.99 were adopted on June 21, 2002 by tribal council resolution. On October 4, 2003 Title 19 Elders Tribunal was substituted for the existing Title 19 Court by tribal council resolution. By Tribal Council motion March 4, 2006 the Elders Tribunal was suspended until the Code has been amended. Title 19 previously provided for an Elders Tribunal to hear claims of misconduct. Tribal Council repealed Title 19 in full via Tribal Council Resolution 21-108 dated December 4, 2021. To eliminate uncertainty that had arisen about which documents were used to record the changes that the Cowlitz Tribal Council had enacted on December 4, 2021, Tribal Council enacted a resolution on October 1, 2022 to rescind and replace Title 19.
