A tribal member wishing to hunt big game shall attend a hunter education course consisting of Cowlitz history and culture, firearm safety training, meat handling and sanitation, and shall qualify as a marksman. The courses shall be conducted by a tribal member, and a register of persons completing the course shall be maintained at the tribal office. To qualify as a marksman one must fire a big game hunting weapon from a standing position and without a rest, ten consecutive shots placing at least seven hits in a ten-inch target at fifty yards.
