“Extraordinary Open Season” means a special open season specified in writing by the department. The department may temporarily suspend any section of this rule in order to permit a hunter, or hunters, every advantage in taking game when household or tribal circumstances demonstrate an extraordinary need for ceremonial or subsistence hunting; provided, no relaxation of a public safety or conservation closure shall be made.
