The tribal council intends to administer all tribal affairs in an orderly manner, which protects the general welfare of the tribe, the rights of all members, the value of tribal property, and to uphold the honor of the tribe. The code of ethics shall apply equitably to officers, employees, volunteers, and members and thereby enhances the orderly administration of tribal affairs. The tribal council finds an ethics violation does not rise to the seriousness of a common crime, and does not sink to the level of a simple insult, but it may be any action doing harm to the general welfare or honor of the tribe.
