Nothing in this code shall be construed to waive the sovereign immunity of the Cowlitz Indian Tribe, except as set forthwith herein. In the event of a conflict between the provisions of this code and the Constitution and By-laws of the Cowlitz Indian Tribe, the Constitution and By-laws shall prevail. In the event any provision or language of this code is found invalid or unconstitutional it is the intent of the tribal council that the offending provisions or language be severed from the remainder of the code and the remainder shall remain in effect.
