SECTION 1. Upon receipt of a valid petition signed by at least fifty (50) eligible tribal voters of the Cowlitz Indian Tribe, or upon written request of the majority of the Cowlitz Tribal Council, the general council chair shall call a special general meeting of the tribal members within forty-five (45) days from the date of the receipt of the petition or tribal council request. Notification of the meeting shall be mailed to the membership of the tribe. At the special general meeting the eligible voters of the Cowlitz Indian Tribe shall in a referendum decide whether any enacted or proposed legislation shall be repealed or have effect.

SECTION 2. The petition shall designate the issue, date, time and place of the special general meeting of the tribal members. The Cowlitz Tribal Council may at its discretion change the date time and place of the special general meeting of the tribal members. Ample notice of all changes must be sent by mail to all tribal members at the expense of the petitioning group.

SECTION 3. All issues decided at the special general meeting need a two-thirds (2/3) majority of all eligible members voting for passage. At least fifty (50) eligible voters must cast ballots.
