SECTION 1. Members of the Cowlitz Indian Tribe are those who were enrolled on February 14, 2000, and their direct, lineal descendants, provided

1. That those on the roll of February 14, 2000 are a lineal descendant of a Cowlitz Indian or Métis* resident in the Cowlitz aboriginal area and associated with Cowlitz people before January 1, 1856, such documentation passing the review of the Enrollment Committee and the Tribal Council, and

*

(Métis is defined by the Tribal Council to mean: an individual of French and/or English ancestry mixed with Indian blood and considered by residency and affiliation to have been part of the Cowlitz Indian Tribe prior to January 1, 1856.)

2. That direct lineal descendants eligible for enrollment shall have a parent listed on the current membership roll, even if that parent is deceased, and the applicant is not more than twelve (12) months of age, effective January 1, 2006, or the applicant is 18 years of age and not more than 19 years of age effective June 06, 2015, and

3. That dual enrollment in another tribe is prohibited and, if it is discovered that an individual is enrolled in another tribe, that individual’s name shall be automatically taken off the membership roll of the Cowlitz Indian Tribe, and

4. That any adult member of the Cowlitz Indian Tribe who relinquishes their membership shall not be eligible to enroll in the Cowlitz Indian Tribe at any later date. Any child enrolled in the Cowlitz Indian Tribe whose membership has been relinquished by their parent or guardian shall have the right to petition for enrollment in the Cowlitz Indian Tribe at the age of 18, if they are otherwise eligible, and

5. That no individual enrolled in another tribe shall be eligible for membership in the Cowlitz Indian Tribe even though he or she is a lineal descendant of an individual on the February 14, 2000 roll.

6. Individuals of Cowlitz Descent who are adopted out from their birth parents prior to the age of 18 years of age are eligible to enroll as long as they are of direct lineal descent of a person on the current Cowlitz Tribal Roll and have a Birth Certificate or other Court documents naming the Cowlitz parent or a DNA test confirming the applicant is the biological child of the Cowlitz member.

Direct lineal descendants of adopted member have one (1) year to enroll from the date the original adopted parent is enrolled.

7. Individuals of Cowlitz Descent who were relinquished by the birth parents or by the court system to place in foster care and remained in the foster care system to the age of 18 years are eligible to enroll as long as they are a direct lineal descendant of a person on the current Cowlitz Tribal roll and have a Birth Certificate or other Court documents naming the Cowlitz parent or a DNA test confirming the applicant is the biological child of the Cowlitz member.

Direct lineal descendants of the Cowlitz member enrolled under this subsection (7) have one (1) year to enroll from the date the Cowlitz member was enrolled under this subsection.

SECTION 2. Honorary membership may be granted by a vote of the General Council and honorary members may attend tribal meetings, but shall enjoy none of the other privileges of membership in the Cowlitz Indian Tribe.

SECTION 3. A member of the Cowlitz Indian Tribe may have their membership revoked for cause as provided through a tribal ordinance. No individual shall be subject to cause or actions, which preceded enactment of such an ordinance.
